PECULIARITIES OF THE CURRENT STATE OF THE COUNTRY'S TRANSFORMATION PROCESS IN TERMS OF PROVIDING ADMINISTRATIVE SERVICES TO CITIZENS

Abstract

The article analyzes the features of the current state of the transformation of the country in the context of changes in the provision of administrative services to citizens, defines approaches to the classification and characteristics of electronic administrative services in the scientific and legal literature, reveals the main trends in the development of digital administrative services. The challenges and problems faced by state institutions in the implementation of digital solutions are outlined and directions for improving the digitalization of administrative services to citizens under martial law in Ukraine are determined. The purpose of the study is to scientifically substantiate the theoretical foundations, analyze the current state of the process of digitalization of administrative public services, analyze the impact of digital technologies on simplifying and improving the interaction of citizens with state institutions, as well as evaluate the effectiveness of the implemented changes. In particular, in accordance with the goal, the main attention is focused on specifying and solving such problems: to reveal the theoretical foundations of the provision of electronic administrative services in Ukraine in the conditions of the formation of a new information society; identify the features and problems of the development of the system of providing administrative services in Ukraine at the present stage and determine ways to solve them; assess the current state of digital transformation in the field of administrative services; analyze the level of quality and availability of administrative services for citizens; Identify key issues and challenges faced by government agencies in implementing digital solutions make recommendations to further improve the provision of digital administrative services. In the process of analyzing the problem under study, it is proved that at the present stage of development, especially relevant for the activities of public authorities, the issue of implementing the concept of electronic governance arises, since digital transformation is becoming an integral part of the modern world. To date, public authorities, implementing the concept of e-governance, are in the process of rethinking interaction with citizens, where one of the key processes is the construction of a modern system of administrative services, which is a key factor for simplifying access to such services and increasing transparency in the activities of state institutions.
