MECHANISMS OF PUBLIC MANAGEMENT OF INCLUSIVE EDUCATION: STATE, PROBLEMS, PROSPECTS

The article examines the mechanisms of public management of inclusive education in Ukraine, analyzes their current state, problems and prospects for development.The systematization of the existing general mechanisms (legal, organizational, economic, socio-motivational, informational, monitoring and control) made it possible to highlight their specifics in the Ukrainian context and establish a relationship.A number of problems that hinder the effective implementation of inclusive education have been identified, including insufficient funding, uneven distribution of inclusive resource centers, lack of qualified teaching staff and problems of interdepartmental coordination. Particular attention is paid to the aggravation of these problems in the context of a full-scale war, which entails the destruction of infrastructure, deterioration of the psychological state and mass migration.Promising areas of development are proposed, including increasing funding, expanding the network of inclusive resource centers, improving teacher training, strengthening interagency cooperation and raising public awareness. Effective public administration is recognized as a key factor for the successful implementation of inclusive education and ensuring equal opportunities in Ukraine. The article is important for the science of public administration and administration, as it contributes to a deeper understanding of the theoretical and practical aspects of the development of inclusive education and the functioning of public administration mechanisms in the context of inclusion, which is a relatively new but very relevant problem for the scientific community. The work emphasizes the importance of the harmonious use of all mechanisms and their synergy for the effectiveness of governance. The importance of the article for practice is that effective public administration is recognized as a key factor for the successful implementation of inclusive education and ensuring equal opportunities in Ukraine. The proposed promising areas are of practical importance for improving the effectiveness of public management of inclusive education in Ukraine.The study also takes into account the challenges caused by the full-scale war, which is relevant for the development of practical solutions in modern conditions.
