EFFECTIVE PUBLIC GOVERNMENT WITHOUT CORRUPTION: ECONOMIC AND ANTI-CORRUPTION POLICIES IN DEVELOPING THE RULE OF LAW

The article examines the conditions for building a legal state in Ukraine, which is faced with an urgent need to ensure effective public power, which is complicated by the long-term impact of corruption. It is established that the problem of corruption undermines trust in state institutions, slows down economic development and destabilizes democratic processes.Despite the implemented anti-corruption reforms and the formation of relevant institutions, corruption manifestations adapt to new conditions, which calls into question the effectiveness of current approaches. An analysis of the synchronization of economic and anti-corruption policies for building effective public power without corruption, which is a fundamental basis for the full formation of a legal state, is conducted. The problem is complicated by the hidden nature of corruption, which makes it difficult to measure it, as well as by discussions about the real effectiveness of anti-corruption initiatives and the influence of political interests on the fight against it.The role of civil society in combating corruption is also discussed. The International Corruption Perceptions Index (CPI) is presented, which annually demonstrates that the least corrupt countries are Denmark, New Zealand, Finland, Singapore and Sweden, while Ukraine during 2020–2024 demonstrated relative stability in the range of 31–36 points, indicating a moderately high perception of corruption. This indicates that, despite some improvements in the ranking, corruption remains a significant problem, and the measures taken have not led to a fundamental breakthrough. The fight against corruption is inextricably linked to economic policy. Overregulation and opaque procedures create a favorable environment for corruption, while liberalization and openness of the economy reduce such risks. Uneven distribution of income can also provoke corruption. Ukraine has already created an anti-corruption infrastructure, including the NABU, SAPO and NACP, but the challenges lie in ensuring the inevitability of punishment, strengthening coordination of agencies and overcoming resistance.Further decentralization, digitalization of public services and reform of the judicial system are key to increasing the effectiveness of the anti-corruption fight. Thus, effective public power without corruption is possible only under the condition of systemic interaction between effective economic policy, uncompromising anti-corruption policy and strong principles of the rule of law.
